Then, earlier this month, the company announced that All You, the coupon-filled, once-ubiquitous shopping companion that held an exclusive deal with Walmart for ten years, would cease operations at the end of 2015. Founder and editor-in-chief Jane Pratt, as well as her editorial staff, will stay on and make the move to Time Inc.’s lower Manhattan headquarters, reporting to Time Inc. style network general manager Deborah Marquardt. xoJane.com received 2.5 million unique visitors in September, according to comScore, while sister site xoVain.com had 958,000 over the same period. Pratt had been seeking a buyer since previous owner Say Media made the decision to divest from all of its editorial properties in February. Terms of the deal were not disclosed. Massachusetts Agency Launches Economic Diversification Study

first_img Dan Cohen AUTHOR The Massachusetts Manufacturing Extension Partnership (MassMEP) has launched an economic diversification study to help the state cope with cutbacks in DOD spending by becoming less dependent on defense contracting.The organization recently was awarded a $400,000 grant from MassDevelopment, a state agency that received a $1.5 million grant from DOD’s Office of Economic Adjustment. MassMEP will help companies reposition toward commercial markets, Jack Healy, its president, told the Telegram. A large number of manufacturers providing critical systems to the defense industry will have a difficulty surviving when their customers diminish.The grant also will expand an initiative allowing undergraduates from Worcester Polytechnic Institute to teach a training curriculum to the University of Massachusetts at Lowell.Of the about 87,000 jobs in the state supported by the defense industry, 43,000 are direct jobs, Healy said. first_imgThe Senate’s NDAA approved last Thursday includes a new provision that would require federal environmental regulation of toxic PFAS chemicals while setting a DOD deadline to end their use in firefighting foam, Environment America announced in a news release Friday.The provision addresses mounting test results discovering PFAS groundwater contamination on military installations and in adjacent nearby communities, as On Base has previously reported.The provision, attached as an amendment to the mandatory defense policy legislation, was co-sponsored by Senate Environment and Public Works Committee Chairman John Barrasso (R-Wyo.) and Ranking Member Thomas Carper (D-Del.).The Senate easily adopted the bipartisan environmental proposal that would ultimately ban DOD’s use of PFAS-based firefighting foam after Sept. 30, 2022.It would also require the Environmental Protection Agency to establish a national drinking water standard for the “forever chemicals” that health experts have determined pose serious risks to humans, according to The Hill.The toxins have been a primary ingredient in firefighting foam used by military installations, and DOD has acknowledged a liability of at least $2 billion environmental cleanup costs.If signed into law, the new regulatory provision would bar DOD from using PFAS-based firefighting foam by fiscal 2023.The Democrat-led House broadly supports PFAS regulation and is unlikely to try to remove the provision in upcoming NDAA conference negotiations. Air Force photo by Airman Jacob Wrightsman ADC AUTHORlast_img read more

DETOX NEWS 10 New Developments Heading Into Tonights Board Of Appeals Meeting

first_imgWILMINGTON, MA — Based on information provided at Monday night’s Board of Selectmen’s Meeting, here are some of the latest developments in the effort to construct a detox facility at 362 Middlesex Avenue.The Board of Appeals has an important meeting tonight (Wednesday) at 7pm in the Town Hall Auditorium on this matter.#1) At tonight’s meeting, the Board of Appeals will review and possibly vote on the draft written decision that was made at its January 16 meeting to deny the special permit request of the applicants.“Town Counsel Jonathan Silverstein has prepared a decision that is intended to reflect both the vote that was taken and the basis for the decision to deny the special permit,” Town Manager Jeff Hull told Selectmen. “If the decision is finalized at that meeting, it must then be filed with the Town Clerk.”#2) If a majority of Board of Appeals members were to disapprove the draft for some reason, the vote denying the special permit would NOT change.“This is NOT an opportunity to change the substance of the decision,” said Town Counsel Mark Rich in response to a question raised by Selectman Mike McCoy. “The Zoning Board of Appeals must come to an agreement on how that decision will be translated. They’ll be discussing the language of the report that goes to the Town Clerk. This is NOT an opportunity to reconsider the vote that denied the special permit… The intent is to have a defensible decision for the Town Clerk as that’s going to be the matter of any appeal… That it accurately and appropriately reflects the comments and positions of the [board members] and how they voted.”#3) Also at tonight’s meeting, the Board of Appeals will discuss the process to follow for consideration of a request from the applicant for a reasonable accommodation.“The Board will consider, with the advice of [Town Counsel] Jonathan Silverstein, whether or not to conduct the meeting as a public hearing and will receive counsel’s opinion as to whether the decision to grant a reasonable accommodation requires a simple majority or a ‘supermajority,’ added Hull.#4) Town Counsel Jonathan Silverstein has communicated with Town Manager Hull that he intends on recommending to the Board of Appeals that (1) the board DOES conduct a public hearing and (2) the decision to grant the reasonable accommodation would require a SUPERMAJORITY (i.e., 4-1 or 5-0), NOT a simple majority.  KP Law believes the governance of the town would still apply in this case.#5) The Board of Appeals will NOT actually consider whether or not to grant the reasonable accommodation at tonight’s meeting, and it may be awhile before it does so.“The Board’s next scheduled meeting on March 13, 2019 apparently has a full agenda, which may mean that the reasonable accommodations matter is scheduled for a later date,” cautioned Hull.#6) The Concerned Citizens of Wilmington recently provided the Zoning Board of Appeals and Board of Selectmen with a letter arguing that the federal American with Disabilities Act may not be invoked to supersede local zoning bylaws. A ruling from the Sixth Circuit Court (Get Back Up, Inc. vs. City of Detroit & City of Detroit Board of Appeals) was provided as support.The letter also argued that the residents of Wilmington have already made “reasonable accommodations” to those suffering from substance abuse by amending the zoning bylaw to allow for the construction of future detox facilities in industrial zoned areas that are “remote, quiet, and more conducive to those individuals undergoing the torments of withdrawal.”Prior to summarizing the letter for the Board of Selectmen, Town Manager Jeff Hull took an opportunity to clear up any implication that Town Counsel Jonathan Silverstein hadn’t been evaluating the case.“[Attorney Silverstein] has looked at a number of different cases. He’s a specialist in land use law. I think it needs to be made very clear to the public that he is on top of this. He has many years of experience in land use law,” stressed Hull.A letter from Silverstein was read into the record at the end of Monday’s meeting, which, in part, reemphasized Hull’s assurances that Town Counsel has been handling the case appropriately.#7) Resident Suzanne Sullivan criticized the Board of Selectmen for, in her opinion, failing to protect and defend the bylaws of the town. She read a section of the Wilmington Board of Appeals’ rules and regulation:“The discussion about this accommodation, in our minds, is illegal,” continued Sullivan. “There is no basis for them to be coming to the Board of Appeals and this town is setting up a process that is counter to the bylaws of the town. And this isn’t only town bylaws, it’s the state statute… Are we going to have to sit here and listen to this ‘fake process’ coming forward?… I’ve yet to hear how under what law they can come forward with an accommodation petition after they just got a denial on a special permit from the Zoning Board of Appeals. I still don’t have that answer…. This is not allowed. It was voted down. Plain and simple. Deal with it. They have a recourse — it’s called land court.”#8) Resident Rob Fasulo urged the Board of Selectmen to reconsider its decision not to enter into Executive Session to discuss Board of Appeals Chair Dan Veerman and any perceived “liability issues” he causes the town in this matter.“There’s been a lot of talk about the Facebook post [in which he used the term “junkie”], began Fasulo. “I don’t remember hearing any talk of any other comments. I happened to be going back through the WCTV tapes. During the carnival debate, [right before] the 26-minute on the January 13 meeting video, [Veerman] is on record again using that questionable word. So now we have a long-term pattern of this usage. The concern over that is he really can only vote one way without getting the town into some trouble. If he votes no when this accommodation comes up, there will surely be an appeal on that fact alone.”“I’m not saying he’s a bad guy, but this situation needs to be looked at,” continued Fasulo. “Can he make a vote one way or the other without causing liability to the town? You guys need to do your job and at least have the discussion… Please reconsider the vote and go into Executive Session to discuss.”#9) Later in the evening, Selectman Mike McCoy requested that the Board of Selectmen, at an upcoming meeting, again consider entering Executive Session to discuss Board of Appeals Chair Dan Veerman. While no formal vote took place after McCoy made the motion, Selectman Chair Kevin Caira agreed to put it on the agenda for a future meeting. McCoy noted he planed on raising this issue even before Fasulo suggested it.At the February 11 meeting, the Board of Selectmen were stalemated 2-2 on whether or not to enter Executive Session, with Selectmen McCoy & Bendel voting in favor and Selectmen Caira and Loud voting against, with Selectman Eaton abstaining. As a result, the motion failed due to the lack of a majority. With Selectman Loud having resigned from the board, the math, and possibly outcome, of the next vote may be different.#10) Selectman Mike McCoy also made a request that, by the next Selectmen’s Meeting, he be provided with examples of other instances where the Wilmington Board of Appeals took a vote at one meeting and then took a vote on the original vote’s decision at a following meeting.  He claimed it had never happened before. Town Counsel Mark Rich said it was not uncommon, but did not specify if he was speaking generally or Wilmington-specific.“In all my 30 years, I don’t think this has ever happened. I think when [the Board of Appeals] takes a vote, they deny it, and it automatically goes to the Town Clerk’s Office,” claimed McCoy. “Can anyone please tell me if there’s ever been a case, on file, similar to what we’re doing now for 362 Middlesex Ave, where there actually going to take a vote on a decision?”Like Wilmington Apple on Facebook. SCHOOL COMMITTEE RACE QA Samaha Newhouse Fennelly Evaluate Superintendents First 9 Months

first_imgWILMINGTON, MA — Jesse Fennelly, Jay Samaha, and incumbent Jo Newhouse are running for the three seats up for grabs in this year’s School Committee race.Despite running unopposed, Wilmington Apple felt it was important for readers to get to know the candidates a bit more. Wilmington Apple is asking the candidates weekly questions leading up to the April 27 Town Election.This week’s question: Arguably the biggest responsibility of the School Committee is the hiring of the Superintendent. Dr. Glenn Brand was selected last February, hired last March, and officially began his tenure as Superintendent here in July. He is approaching the end of his first year with the district and will receive his first evaluation from the School Committee next month. What letter grade would you give Dr. Brand’s performance thus far? Why? Name one area he’s particularly impressed you in. Name one area you believe he can improve in.Below are the candidates’ responses, in their own words:Jesse FennellyAmong the many responsibilities of the school committee, one of the biggest and most impactful is the hiring of a superintendent. Wilmington was fortunate to have the steady leadership of Joanne Benton for many years, but recently, there has been a noticeable lack of continuity at the helm of the administration. I was present for the school committee interviews of the superintendent candidates, and was immediately impressed with Dr. Brand. I said last year, and will say again, the school committee made the right choice in hiring Dr. Brand to lead our school system.Up to this point, I would give Dr. Brand an A-. Something he has done particularly well, which I indicated in my campaign last year was an area I would like to see improved, is the communication from the administration. Dr. Brand has done an excellent job, in my opinion, of keeping parents and the community updated on what is happening with the schools and the district as a whole. He has also done well with involving the community in the decision making process. From multiple surveys that have been sent out, to community representation on search committees, to involvement in strategic planning, Dr. Brand has included the community at every turn, something I believe is vitally important to the continued success of our school district.On the flipside, I don’t believe there is necessarily an area that he is lacking in. That said, one of the main issues of the school district as a whole has been a lack of continuity in leadership. I would encourage Dr. Brand to continue building his leadership team with individuals who are not only dedicated to the education of our students and improvement of our schools, but are invested in the LONG TERM success of the Wilmington School District. My hope would be, as Dr. Brand continues to build his team and replace those leaving, that he does so with an eye towards continuity. That he hires individuals who are committed to Wilmington for the long term.I know Dr. Brand can’t force people to stay here. I am excited to work with Dr. Brand to address all of our areas of concern, but I am particularly interested in supporting his efforts to improve instructional support interventions, social emotional learning across all student demographics, and consistent communication protocols and systems within the district.Jo NewhouseJay SamahaI agree that one of the biggest responsibilities of the School Committee is to evaluate the Superintendent. Over the past few years we have struggled with inconsistent leadership in Wilmington. I believe that the hiring of Dr. Glenn Brand was a move towards more consistent leadership at the highest administrative level.If I were to assign a letter grade to Dr. Brand it would be a solid “B+”. As a teacher I would assign this grade to a student who has a strong grasp of the important principles. This student would put forth a consistently strong effort and would be a benefit to the class as a whole. This student would also have areas were he/she could improve to get that grade up to an “A”.I am confident that Dr. Brand knows the ins and outs of the job of Superintendent. He is competent and this shows in his reports to the School Committee and in feedback from both parents and staff that work with him. He is conscientious and confident. He is also humble enough to admit when he does not know something but will work hard to get you the answer.One area where he has truly impressed me is his ability to lead. One great example of this is his work with the Strategic Planning Committee. He has shown great transparency with the process. I have spoken with people on this committee and they are energized and excited to do the work. This, I believe, demonstrates Dr. Brand’s ability to lead. Another area of commendation for Dr. Brand is his work with the Special Education Program Evaluation. He has acknowledged that this is not something that Wilmington is obligated to do. However, he believes that it will ultimately benefit our students so he is going forward with it. That, to me, is the type of leadership I am looking for in a Superintendent.One of the areas that I believe Dr. Brand could improve upon is his community outreach and communication. When the final three principal candidates came to visit the Middle School and hold a forum there were very few parents present. I have spoken with numerous middle school parents who had no idea the forums were happening. Bus plunges into Naogaon ditch 2 killed

City Council Supports Mayors Proposal To Reform Houstons Pension System

first_imgListen Al OrtizAt the end of the Council’s meeting, Mayor Sylvester Turner thanked the City Council for supporting his plan to reform the pension system and said it means “a great deal to the people in this city and to every single employee.”The Houston City Council passed a resolution of support for Mayor Sylvester Turner’s proposal to reform the city’s pensions system.The debate on Turner’s proposal began with Council Member Michael Kubosh saying he wanted to delay the vote by using a procedure called tagging.Turner emphatically addressed Kubosh, saying that all members of the council had been thoroughly briefed on the plan.He added that credit rating agencies, the Greater Houston Partnership and others had also been properly informed.Turner also made a point of the fact that no Houstonian has spoken against the proposal at the council’s public sessions.After he heard those arguments, Kubosh decided not to tag the vote.During the rest of the debate, several council members praised the way Turner has approached the pension reform.“It’s been transparent, it’s been thorough. If you don’t have the information, ask the questions, because everybody is open and honest. I’ll be proud to vote for you on this, I’ll be proud to support you three years from now ’cause no one, no one, could have gotten this done,” said Council Member Dave Martin, who represents District E.However, Council Member Mike Knox, who holds the At Large-Position 1, was not on board.“This is in fact political theater. It’s not necessary for you to have this resolution to carry this legislation to Austin,” noted Knox, who elaborated on why he is critical of the process the mayor used to design the pension reform.“We’ve not been a participant in the negotiations or any other aspect of this plan,” Knox added “and so we must rely on a proposed piece of legislation that has yet to be written.”Knox was the only council member that voted against the plan.After the council’s meeting Turner expressed his gratitude saying “it was a very strong vote and on a very tough, complicated issue that means a great deal to the people in this city and to every single employee.”The next step is that members of the Texas Legislature introduce bills based on the plan supported by the council.The mayor says he is optimistic the proposal will pass in Austin.However, State Sen. Paul Bettencourt remains skeptical.He insists that he wants more information about how the city and its employees would negotiate adjustments to the pension system if the annual costs are higher than the limits they had agreed on.“There’s going to be a huge question mark.  I mean, at this point in time, without those key events, you know, the data points, I couldn’t vote for it at this point because I don’t even know what I’m voting on,” Bettencourt said.The legislative session will start next January. first_img YouTube Sketch-Comedy Group Smosh Joins Studio71’s Creator Network Smosh, the YouTube comedy brand left stranded after parent company Defy Media went belly-up, may be about to get a new business partner.Mythical Entertainment, the entertainment company founded by top YouTube comedy duo Rhett & Link, has been in talks about acquiring the Smosh brand, sources told Variety. Multiple potential buyers came forward to scope out Smosh following Defy’s abrupt shutdown last November after it failed to find a buyer or secure working capital. But at this point Mythical has emerged as the likely buyer of Smosh, sources said.The combo would be a good fit — it would bring together two of YouTube’s most popular and longest-running comedy teams. Rhett McLaughlin and Link Neal are the creators and hosts of weekday YouTube series “Good Mythical Morning,” which has 15 million subscribers. There’s also a UTA connection between Rhett & Link and Smosh: McLaughlin, Neal and Hecox are each repped by the agency.A spokesman for Rhett and Link said they were attending VidCon London this week and unavailable for comment. A rep for Studio71, which co-produces and distributes Rhett & Link’s “Good Mythical Morning,” did not respond to a request for comment. SingleCrystal Superconductors are a Big Step for the Field

first_img(PhysOrg.com) — In key advances for the field of superconductivity, a research group has created versions of a class of widely studied superconducting compounds that are each one continuous crystal, rather than composed of many crystalline grains. These single-crystal materials are important achievements because they display better properties than polycrystalline types and are easier to study. In a series of four recent papers, three published in Physical Review B and one in Physical Review Letters, the researchers describe the process they developed to “grow” the single-crystal materials. They also lay out the basic but vital measurements they performed on them, including their molecular structures and how they transport charge.The group, which includes scientists from Ames Laboratory in Iowa, Iowa State University (ISU), and San Diego State University, created single-crystal versions of two iron arsenide superconductors, a class of superconductors currently being examined by researchers across the globe. However, most of these researchers are studying polycrystalline varieties, with only recent work coming out on single crystals.The first paper1 describes the barium/iron/arsenic superconductor BaFe2As2 and a compound derived from it that contains a slightly different amount of barium as well as small amounts of potassium (The potassium, in this context, is a “dopant” material that bolsters the material’s properties. Doping is common in superconductivity research.)”Growing single-crystal versions of these materials allows us to study their ‘anisotropic’ superconducting properties—their tendency to display superconductivity along one axis but not others,” said the group’s spokeperson, Ames Lab and ISU scientist Paul Canfield, to PhysOrg.com.The major result published in the first paper is a determination of the highest magnetic field the superconducting state can withstand (called the upper critical field) and an evaluation of how anisotropic it is. Some superconductors are extremely anisotropic, and so fully understanding them requires good measurements of this behavior.Canfield and his group show in their second paper2 that their single-crystal growth method can be applied to another iron arsenide compound, SrFe2As2 (where “Sr” is strontium).And in the third paper3, the researchers discuss a new member of the iron arsenides. The compound is CaFe2As2 (“Ca” is calcium) and it had never before been identified as a member of that particular crystallographic family.”The discovery of CaFe2As2 was very exciting,” said Canfield. “We learned that at a temperature of 170 K [degrees Kelvin, here equal to about -150 degrees Fahrenheit] the material undergoes exceptionally clear changes to its structure and magnetic behavior.”This type of temperature-induced changes are known as “first-order” transitions, and understanding how they occur—a task made easier when the changes are obvious—will aid in scientists’ knowledge of superconducting materials.The fourth paper4 in the series further documents their study of CaFe2As2, detailing exactly why the material can be classified as a superconducting iron arsenide. The researchers found that at modest pressures the structural and magnetic changes that occur at 170 K are suppressed and the material becomes a superconductor.”This means that, from a basic science point of view, CaFe2As2 offers a clean model system that seems to encompass all of the salient features of these compounds (structural, magnetic and superconducting phase transitions) and that its behavior can be tuned with pressure,” Canfield said. “This is a very exciting discovery that may help guide the way to understanding this new family of superconductors.”Citations:1Phys. The company is prepared to ship its next batch of wearable-computing armbands for device controls early next year. The $149 armbands called MYO do not require cameras in order to track hand or arm movements. The armbands can wirelessly control and interact with computers and other digital consumer products by recognizing the electric impulses in users’ muscles.center_img “We work day and night,” said one team member, and their steadfastness is fed by a notion that the MYO could revolutionize the way people interact with technology. Thalmic Labs said they are accepting pre-orders for the second shipment of MYOs shipping early 2014. The MYO is worn around the forearm; its purpose is to control computers, phones, and other devices, sending the data via Bluetooth. Windows and Mac operating systems are supported and APIs will be available for iOS and Android.Bluetooth 4.0 Low Energy (BLE) is used for the MYO to communicate with the paired devices. (Bluetooth version 4.0 is the most recent version of Bluetooth wireless technology. It includes a low-energy feature promoted as good news for developers and manufacturers of Bluetooth devices and applications—enabling markets for devices that are low-cost and operate with low-power wireless connectivity.)The MYO specs include on-board, rechargeable lithium-ion batteries and an ARM processor. Also part of the mix are the company’s proprietary muscle-activity sensors and a six-axis inertial measurement unit.A user’s gestures and movements are actually detected in two ways: muscle activity and motion sensing. The Thalmic team says that when sensing the muscle movements of the user, the MYO can detect changes down to each individual finger. Also, when tracking arm and hand positions, the MYO picks up subtle movements and rotations in all directions.Right now, as indicated in their newly released video of the company, Thalmic Labs hopes for greater things for MYO via a developer community. They expect an official developer program to be up and running in the next few months. They pride themselves in groundbreaking technology, as a team with specialties from electrical engineering to embedded system design.
